Most estimates place Chromebooks in the majority of the schools of the US and others estimate percentages as high as 75%. While some schools use both Chromebooks and iPads and others use just iPads - with or without Mac or Windows laptops, Chromebooks are found in more schools than iPads or either kind of laptop. Price is a large factor, but so are the points made in the Why article linked above.
Certainly the Chrome Extensions contribute significantly to Chromebook adoption. And, these same extensions can also be used when using a Chrome browser on a Mac or PC, when that browser is logged into one's Google Account.
Of course, the apps on the iPad are "legendary" in education, but Google has enthusiastically worked to expand the library of apps that will work in the Chrome environment. And, this year, Google is expanding the Chrome OS on newer, more capable Chromebooks to also accept and run Android OS apps as well. Google has worked to make Chrome OS apps generally free - sometimes when the is not free on other platforms. See Chrome Apps. These also work in a Chrome browser, logged into a Google Account, on Mac and Windows OS systems.
